Is there any free software that I can use to draw channel lines easily on JPEG files?

If you are working with Ninja Trader, you could always bring up the files, mark them in platform, and then export.
The Windows Paint program easily allows for drawing objects which includes lines.
What you will find, when you understand the rules of how channels are drawn, is that after may repetitions, you begin to naturally see them.
